Unlike other Caribbean destinations, Puerto Rico does not currently have traditional all-inclusive resorts, where unlimited food, beverages and activities are included in one set price.
However, several resorts in and around San Juan can provide an “all-inclusive” experience thanks to multiple on-site restaurants, bars and activities. In some cases, guests can purchase optional food and beverage packages or meal plans to mimic the carefree feeling of an all-inclusive vacation.

Upon entering the lobby, guests are greeted by a chandelier with 7,000 crystals, an iconic fixture since the hotel opened in 1958. Although part of a post-Hurricane Maria renovation included a contemporary and beachy update of the furnishings, the hotel still retains its classic vibe.

There’s plenty of room to spread out here. The 652-key property sits on 17 beachfront acres with lush gardens, several pools and a secluded beach. All guest rooms and suites feature a balcony so that guests can enjoy the scenery.
Caribe Hilton offers an almost all-inclusive experience thanks to its nine restaurants, on-site Zen Spa Oceano, a fitness center, a massive ocean-front pool complex and beach dotted with private cabanas.
The dining scene ranges from poolside Bagua Swim-Up Bar & Grill for light, casual fare and unbroken ocean views to the island’s Morton’s outpost for signature steaks and an extensive wine selection. Sample various takes on the pina colada, including the original made with rum, pineapple juice and coconut cream, where it was invented in 1954, Caribar. A $10 million glow-up of its 503 rooms and suites was completed in late 2020. A subtle palette of grays and blues replaced the hotel’s original orange and yellow color scheme. Spacious rooms have modern furnishings and feature marble bathrooms and floor-to-ceiling windows that provide abundant natural light. The top floor also received a refresh and now features an infinity pool that overlooks Old San Juan and San Juan Bay.

While not in the heart of San Juan, this property is close enough to the metro area to warrant a spot on our list.
The St. Regis Bahia Beach Resort, Puerto Rico

Just about 22 miles from San Juan on Puerto Rico’s northeastern coast, Rio Grande is home to arguably one of the island’s best resorts. Outdoor lovers will appreciate St. Regis Bahia Beach Resort’s prime location between Espiritu Sando River State Reserve and El Yunque National Forest.
The resort’s airy and modern public spaces open onto 483 oceanfront acres, where a seemingly endless list of activities awaits guests. You’re in luck if your stay coincides with sea turtle hatching season (April through July). The resort’s beach is a designated nesting site.

Bahia Beach doesn’t currently offer specific food and beverage package add-ons. However, the $99 resort fee includes a plethora of offerings like welcome cocktails and Wi-Fi, as well as bikes to use, hard and clay tennis courts, kayaks, an inflatable water course and driving range access.

Paradores
While the larger resorts and hotels in Puerto Rico may not fall in the “all-inclusive” category, the island’s selection of paradores, a network of locally-run inns and small hotels, offer perks that make a stay easy and affordable.
The government’s Paradores Puertorriquenos program was established in 1973 by the Puerto Rico Tourism Board. Some paradores offer an all-inclusive stay on a smaller scale than you’d find at a resort with a bar and restaurant featuring Puerto Rican cuisine.
All of the hotels in the network are outside San Juan. Here are some worth considering.
Combate Beach Resort

Best for: Those who want to be near an incredible wildlife refuge.

This 44-key boutique hotel is near the Cabo Rojo National Wildlife Refuge in southwestern Puerto Rico. The resort features a pool, basketball court, sand volleyball court and exclusive access to Combate Beach. A buffet-style breakfast can be added daily for $16 per adult.

Turtle Bay Inn
Lajas, Puerto Rico
Best for: Sustainably minded travelers.
Why stay here: You’ll have a no-frills but comfortable (and eco-friendly) stay at this sweet inn.

Environmentally conscious travelers will appreciate Turtle Bay Inn, a relaxed retreat in a residential area. Nearly 90% of the 13-room property’s energy has been solar-produced since 2011. Your stay will also include daily breakfast, free Wi-Fi, and parking. While not included in the rate, guests can order refreshing drinks like housemade sangria from the hotel’s small bar after going on an excursion to Isla Mata La Gata or kayaking in La Parguera, one of Puerto Rico’s three bioluminescent bays.

Tropical Inns Puerto Rico
Yabucoa, Puerto Rico
Best for: True beachfront relaxation, in addition to convenient inclusions in the nightly rate.
Why stay here: It’s the only true all-inclusive option in Puerto Rico.

Tropical Inns Puerto Rico offers “the only all-inclusive hotel in Puerto Rico,” with offers available at its Parador MaunaCaribe property. In the beachfront town of Maunabo on Puerto Rico’s southeast edge, the hotel has a restaurant serving traditional Puerto Rican cuisine and a bright blue swimming pool the same color as the Caribbean Sea.
Rates for the All Inclusive Family package at Tropical Inns Puerto Rico start at $419 for a two-night stay, with all meals and nonalcoholic drinks included.
